The situation
The hero video looked good, but page weight was a concern.
The video was shortened to approximately five seconds specifically to reduce the amount of media being delivered to visitors.
The goal was not simply to make the file smaller. The goal was to reduce the page cost while preserving the visual effect of the looping hero.

The optimization
The video was reduced to a five-second loop.
After optimization, the final file size was brought down to approximately 838 KB.
The shorter video still provided the intended background effect.

Why this worked
A background hero video does not necessarily need to be long.
If the motion can establish the intended visual effect quickly and loop cleanly, reducing duration can reduce the amount of media that has to be downloaded.
The important part is to evaluate the finished loop visually after compression rather than optimizing file size in isolation.
