The site was intermittently sluggish alongside the cURL 28 errors, and the firewall looked suspicious — toggling it off and back on had sometimes seemed to coincide with the site recovering. To actually test that, the firewall was disabled and the same REST API test was repeated.

⚡ Quick Fix (TL;DR)
The Culprit: With the firewall fully disabled, the exact same timeout still occurred. The earlier correlation — "it seemed better after I toggled the firewall" — didn't hold up under a direct, controlled test.
The Fix: The firewall was ruled out as the cause, and investigation moved on to the actual shared HTTP layer instead of continuing to suspect the firewall.
